[rust][async] Emulated support for storing and reading handle rights

This adds support for emulated read_etc in the fuchsia async
package. Handle rights are stored in the emulated kernel
representation of the handle "Hdl" and retrieved when
populating HandleInfo.

Note: this may increase contention on the handle table
because each read / write has many lookups.
