[devices][virtio] Add shared memory config

Implements shared memory as described in the virtio spec v1.2, section
2.10 Shared Memory Regions.

Introduces a 64bit capability as decribed in the spec, at the end
of section 4.1.4 Virtio Structure PCI Capabilities.
