[build] Use configuration-specific test durations file

We now have a separate test durations file for each builder (eventually,
they will be per-build configuration instead). We can use those instead
of the original global test_durations.json files to get more accurate
sharding by time.

We pass in the name of the test durations file via a new
`test_durations_file` GN arg, which defaults to the old global file for
now.
