[pb] Add the virtual device files into the PBv2 transfer manifest

This adds the files under <product_bundle>/virtual_files to the
transfer.json manifest file generated by pbtool. This ensures that
these files will be downloaded by ffx product get, and will allow
ffx emu to use downloaded product bundles.
