[bazel_sdk] Move register_fuchsia_sdk_toolchain() into its own bzl file

This moves the register_fuchsia_sdk_toolchain() macro out of
fuchsia_toolchains.bzl into the newly created
register_fuchsia_sdk_toolchain.bzl. This is being done to avoid having
repository rules defined in fuchsia_toolchains.bzl, which prevents it
from being used by an internal Google repository.
