[zircon][sdhci] Disable internal clock when changing SD bus frequency

According to the SDHCI specification this shouldn't be necessary,
however the controller in the AS370 doesn't update the bus clock
frequency unless the internal clock is disabled.

Test: runtests -t sdhci-test
Test: Paved Eve and ran iotime, performance was the same as before this
      change.
Test: Scoped SDIO clock line on AS370 EVK board, observed frequency
      increase after initialization.
