[netstack3] TCP SendBuffer in Bindings
Implement the TCP send path in Bindings and enabled the test that sends
data from ns3 and receives data from ns2.
Test: fx test -do fuchsia-pkg://fuchsia.com/netstack-integration-tests#meta/netstack-socket-integration-test.cm \
