[assembly] Session URL is configurable via product config.

More work will be needed to remove the session_manager_package()
template but it is now possible for a product to set its session URL
without defining its own session manager package.

Tested docs updates locally by configuring session URL with `fx set`
and ensuring that the configured session launched on boot.
