[modular_test_harness] Add logger to cmx The modular test harness allows users to inherit environment services. However, it needs to be able to connect to the inherited environment services as well so it can pass them along. We need to add the logger service to this list so users can still see logs. TEST=None, just adding a service to a cmx. Change-Id: Ia531d712d5e95998de53b2f01446605b038ce109
