[swd-e2e-tests] Fix generating omaha server responses The omaha server response is actually wrapped in an extra `{"response": $RESPONSE_CONFIG}`. Also, we switch to using the "net/url" to parse the Omaha Server URL to make sure it's a valid URL. Test: Updated the test to cover the additional response wrapper.
