[System Monitor] calculate time ranges without drift

The prior code used a fixed stride value for time ranges, which is slightly
imperfect (though often fine). Having the time ranges more perfectly
calculated is easier to reason about and write tests for, so this CL changes
to a more perfect time calculation (without drift/rounding errors).
