[cml] Replace RelativeId with offer/expose-specific types Instead, define separate xunions in separate contexts. This avoids the need for a runtime check, and allows expose and offer to evolve separately. Change-Id: I8414bf84cf3e13f606fe113e881fa416056ba9c6
