[setUI] Reverse messenger/receptor orientation for monitors.

This change gives the monitors, through a change in the monitor context,
a receptor, rather than a messenger, so the monitor can receive commands
from watchdog.

Correspondingly, the value returned by Actor::start_monitoring is
changed to a TargetMessenger, so watchdog can tell the monitors to begin
monitoring.
