[catapult_converter] Mark only the test as testonly.

All previous targets on the converter where testonly, which disallows
using it as part of a production tool.

This CL removes testonly from the main binary.

It also adds access to system-temp for the test as the test uses temp files.

PT-135 #comment-patch.
