[magma] Split build_libvulkan into per-driver args Otherwise if multiple different driver packages were included into the build, all of them would generate config files, even those that didn't have ICD json files they needed to output. Also add testonly some places to fix magma_enable_developer_build=true builds. Change-Id: I1c94d2ee16ee78fe8afb141a29f62040896a03c9
