[root][cleanup] Route virtualization protocols optionally

The core component is always present in root, so there is no reason
to specify `source_availability: unknown` here.

These are optional because the source in core may not be present.
These protocols should actually be exposed optionally from core,
once that is implemented (fxbug.dev/107231)
