[netstack] absorb upstream changes

- replace some incorrect "piecemeal" types with tcpip.ProtocolAddress
- remove lots of netstack/util wrappers which aren't useful
- fix logging deadlocks in netstack/routes
- call tcpip.Endpoint.Disconnect on AF_UNSPEC
