[docs][intl] Several improvements to the state of documentation

- Adds locale fallback documentation

  The locale fallback mechanism was not documented, but exists and is
  functional.  So it deserves to be described in our documentation.

- Adds the section on future work

  This section aims to list currently open issues with the lookup API, for
  the benefit of a future would-be implementor.

- Adds more future work outlines

  - Demand loading
  - Security of messages
  - Packaging for third party contributions
  - Packaging of localized resources

- Document JSON resource packaging

  Adds links and explanation to the Packaging section of the docs, showing
  how to mimic a small example to produce a localized package.
