[fshost] Cleanup fshost's copy of DevmgrLauncher These fdio.[h|cc] files were duplicated when driver_manager (nee devcoordinator nee devmgr) was moved to //src/devices, and the copies in devmgr/shared and now only used by fshost. Move them into the fshost directory and delete all of the now unused FS_* constants.
