[magma][msd-vsi-vip] Changed suspend timeout

It is currently timing out out while waiting for the command buffer to
complete before suspending.

Changed to log warning message and not suspend the NNA hardware if it is
still busy.

tested: benchmark_model, msd-vsi-vip-integration-tests
