[netstack3] Implement core of RFC 7217 stable IIDs

Add the `compute_stable_interface_identifier` function, which implements
the algorithm described in RFC 7217 Section 5. We don't yet make use of
this function - that is left for a future commit.

Bug: 69644

Test: fx test netstack3_core_lib_test -- \
      test_compute_stable_interface_identifier

Fuchsia

Pink + Purple == Fuchsia (a new operating system)

What is Fuchsia?

Fuchsia is a modular, capability-based operating system. Fuchsia runs on modern 64-bit Intel and ARM processors.

Fuchsia is an open source project with a code of conduct that we expect everyone who interacts with the project to respect.
