[modular] Reland: Add fuchsia.modular.StoryInfo2 methods; call StoryProviderWatcher.OnChange2

This add methods that use StoryInfo2 as part of a soft-transition of
StoryInfo from struct to table.

StoryProvider now calls StoryProviderWatcher.OnChange2, and clients are
expected to have already implemented it.
