[rbe] More precise depfile transforms using lexer

Lexer-based transformation apply more precisely to intended text
than pure string prefix/pattern/regex matching.
No parsing needed.
remote_action.rewrite_depfile is more reusable.

This should fix one more gcc depfile issue.
