[fidl][llcpp] Reclaim lost handle rights test coverage

Those were accidentally lost in the test refactor
(fxrev.dev/I5594b089f3b4b7fc1796fde5f497f45051e3f31d).
The handle rights tests were actually running the handle RAII closing
tests.
