Reason for revert: Caused build failures on macs, fxb/61744

Original change's description:
> [scrutiny] Integrate BlobFs reader support.
>
> This change integrates BlobFs support into Scrutiny allowing the parsing
> of blobfs.blk partitions dumped from the command tool.fvm.extract or
> those found directly in the build system. As part of this change zstd
> chunked decompression is required to decompress the data. This required
> writing an ffi bridge for the chunk decompressor.
>
> This change adds a new command to the toolkit plugin:
> tool.blobfs.extract --input foo.blk --output /tmp/foo/
>
> This command will attempt to read the file as a blobfs partiion and dump
> all the files named as their merkle root into the output directory.
