[check-system] Make cobalt-client/test check-system clean

e.g.:

    ERROR at //zircon/system/ulib/cobalt-client/test/counter_test.cc:16:11: Include not allowed.
    #include <cobalt-client/cpp/in_memory_logger.h>
              ^-----------------------------------
    It is not in any dependency of
      //zircon/system/ulib/cobalt-client/test:metrics-test
    The include file is in the target(s):
      //zircon/system/ulib/cobalt-client:in-memory-logger
    which should somehow be reachable.

This doesn't resolve all of cobalt-client as there's other ones that
aren't quite as obvious, see fxbug.dev/55694.
