[vulkan] Create new acquire semaphore payload for each present Presenting a pending image will reuse the original semaphore payload without resetting it. This results in frames being acquired before they have finished rendering. To fix this, just create a new payload for each call like we do for releases. Swapchain unit testing improved by cstout.
