[web_runner_tests] Add fuchsia.intl.PropertyProvider to hermetic environment

This was missed in https://fxrev.dev/401658 and is a follow-up to
https://fxrev.dev/403033.

intl_services.cmx fails without fuchsia.settings.Intl and
fuchsia.stash.Store.
