[fx] Support python in `format-code`

This is a re-land of I14e2abc72df31ca45803dd8547df594a87742fdc,
except we now execute the vpython interpeter on the yapf script,
rather than relying on the shebang line of the yapf script.

In between then and now, I've added vpython to the prebuilt directory.
