[fidlc] Break up flat_ast.h

This breaks up the flat_ast header file into smaller, more
self contained header files

Test: fx --dir out/default.core ninja -C out/default.core.zircon host-x64-linux/obj/tools/fidl/fidlc host-x64-linux/obj/system/utest/fidl-compiler/fidl-compiler-test && $FUCHSIA_DIR/out/default.core.zircon/host-x64-linux-clang/obj/system/utest/fidl-compiler/fidl-compiler-test.debug
