[fuchsia-fs] move fuchsia-vfs-watcher to fuchsia-fs

Move all uses. The lib.rs file was copied to watcher.rs with minimal
changes, just an update to fuchsia_fs references in the tests to point
at crate.

Delete the timeout test in the watcher tests, because it wasn't testing
a feature of the watcher code, and printed error logs, which we would've
had to allow, and we don't want to do that, since it can mask other
errors.

Changes to other sources were mechanical with sed.

Convert dependencies -
git grep --files-with-matches "//src/lib/storage/fuchsia-vfs-watcher" | xargs sed -i 's|//src/lib/storage/fuchsia-vfs-watcher|//src/lib/fuchsia-fs|g'

Remove duplicates dependencies -
git grep --files-with-matches "//src/lib/fuchsia-fs" | xargs sed -i '$!N;/^\(.*\)\n\1$/!P;D'

Convert code references -
git grep -l fuchsia_vfs_watcher | xargs sed -i 's|fuchsia_vfs_watcher|fuchsia_fs::directory|g'
