[rbe] Download crash reproducers Tell re-client to fetch directory specified by -fcrash-diagnostics-dir. (The absence of this directory will not fail the remote action.) Tested: Added -gen-reproducers=always to any cxx-remote-wrapper.sh wrapped command, confirmed that clang-crashreports was downloaded and contains .cpp and .sh files. Also works if directory already exists locally.
