[libc] Move //zircon/system/ulib/c -> //sdk/lib/c

This moves a lot of files without other changes except for path
updates in referring GN labels and source code links in Markdown.
The only changes in source code files (outside paths in GN and
`.md` files) are to paths in source-absolute `#include` uses,
comments, and path-based header guards.
