[test] Added CFv2 for vp9_decoder_conformance_test Added CFv2 for vp9_decoder_conformance_test so that it can communicate with CodecFactor and not the injected service. Also move the template vp9_file_decoder_conformance_test into its own file so that it can be shared with other build files.
