[superproject] Roll antlion Fix wait_for_network_state

Change wait_for_network_state to take a set of expected states and to
return the current network state. This change also makes
wait_for_network_state fail faster if the network does not converge on
the expected state and is no longer attempting to connect. Finally, this
change also moves the logic for save and connect to the wlan_device.
