[unification] Move tests from manifests to packages

Packaged tests are correctly placed in BOOTFS
when they are run in bringup, so all tests
in the GN build should be able to be moved
from a manifest into a package.

This commit was generated by a script to move
the easiest tests first.

Bug: 45623

TEST: Build with
      fx set bringup.x64 --with //bundles/buildbot:bringup
      And run 'runtests -d'
      A diff of the two dry-run runtests commands are identical
      which shows that all test binaries still exist in /boot/test/
      after this change.
