[goldfish] (7/8) Support data Buffer in goldfish control driver.

This change, we add support to two new renderControl methods
to goldfish control driver: rcCreateBuffer and rcCloseBuffer.

These methods are used to create shareable VkBuffers on host
so that they can be used for backing exportable VkBuffer on
Fuchsia guests.

We also add a new FIDL method CreateBuffer() to encapsulate
the rc method above, and GetBufferHandle() supporting both
Buffers and ColorBuffers, which will replace GetColorBuffer().

TEST=Add test case in goldfish_tests testing Buffer creation
     and sysmem heap.
