[forensics] Abort adding snapshot over size limit

Attempting to add a snapshot with a size greater than the overall store
limit would needlessly garbage collect all snapshots in the store before
realizing the new snapshot doesn't fit anyway. If the snapshot won't
fit, return before garbage collection occurs.
