[wlan][mlme] Send MLME messages from Rust Sends MLME messages via Rust by requesting access to the SME <-> Device channel. Access to the channel is protected by a lock which MLME already holds when its processing packets. Thus, MLME has exclusive access to the channel. The implementation guarantees that the borrowed handle never outlives or leaks the channel or its device. Bug: 29599 #done Test: Included Change-Id: Ie82acc305ed68095dcedb5399bf031b0cb388ef6
