[power][broker] Status.WatchPowerLevel return most up-to-date value

Switch to use hanging-get library for Status.WatchPowerLevel

Remove `test_required_level_watch` integration test and add a new
`test_required_level` unit test. The old integration test is flaky
because the tested functions run in different async blocks and there's
no guarantee which function runs first.
