[feedback] fully qualify top-level fidl namespace

* with the introduction of feedback::fidl, this is pretty much necessary
  as soon all FIDL client wrappers will be under feedback::fidl

$ find src/developer/feedback/ -type f | xargs sed -e 's#fidl::#::fidl::#' -i
$ find src/developer/feedback/ -type f | xargs sed -e 's#::::fidl#::fidl#' -i
$ fx format-code --all
