[syslog] Add MinSeverityForFileAndLineInfo option -- Add a field MinSeverityForFileAndLineInfo in LogInitOption and Logger, so that the caller can decide from which severity level, the logger prints file and line info. -- Add a unittest to make sure by default, logger.Warnf does not generate file and line info.
