[remote-control] Add boot time support to FFX Adds a FIDL protocol and FFX plugin that support retrieving the current boot time. Also updates the FIDL protocol to use the zx.Instant aliases instead of using raw int64s. This will ensure that time types are enforced across FIDL calls.
