[rust-netstack] DummyEventDispatcher improvements - Adds IPv6 to DummyEventDispatcherBuilder and a default configuration for IPv6 network. - Adds helper method on DummyEventDispatcher to consume all frames and redirect to another context. Change-Id: I6e0cd251a355a505ede90252aadc5459f7a78da8
