[vulkan] Add `detail` namespace to `vk::DispatchLoaderDynamic`.

Vulkan-Hpp change https://github.com/KhronosGroup/Vulkan-Hpp/pull/1983
moves `vk::DispatchLoaderDynamic` to `vk::detail` namespace. The change
was first introduced to Vulkan-Headers in header version 301.

This change modifies all Vulkan clients to use `vk::detail::...` if
the header version is >= 301, otherwise the clients will continue to
use the old `vk::...` names.

Test: fx build (with Vulkan 1.3.268 ecosystem)
