[bazel2gn] Verify bazel2gn consistency in CI/CQ

This makes sure BUILD files managed by bazel2gn don't accidentally fall
out of sync when users forget to run `fx bazel2gn` manually.

Multiply: host_x64/obj/src/tests/reboot/dm_reboot_bringup_test/dm_reboot_bringup_test.sh: 10

The above multiply is to avoid running dm_reboot tests too many times,
which tend to be flaky in CQ.
