[bt][fidl] Retain connections to advertisements Fix a bug in the new le.Peripheral FIDL implementation that would immediately drop an incoming connection received while advertising due to never being retained. Test: Covered by a future bt-integration-tests case (see fxr/309675). Change-Id: Icbccb1a9148cf99f67be24dec5a9f6ed7ba8356d
