[fidl] Empty services now compile successfully
This CL fixes fidlgen backends for HLCPP, LLCPP, and Rust so that an
empty FIDL service such as `service Foo {};` produces bindings that
compile successfully.
Test: fx build # builds FIDL golden libraries
