[tracing] Add support for ffx trace provider specifying prefix

This adds the ability for ffx trace start to process
<provider_name>/<category> and pass the category on to
the correct provider. This allows a user to collect traces
from a single trace provider without getting traces from
all of the providers with the same name.

Users can still pass categories without the provider name
prefix and they will be enabled for all providers.
