[shortcut][ui-input] Respect view hierarchy and `use_priority` Shortcut manager triggers conflicting shortcuts respecting view hierarchy based on FocusChain. Child shortcuts take precedence before parent ones by default. If a parent's shortcut should be prioritized, `use_priority` flag could be used to override the default behavior.
